Windows Server 2022 Remote Desktop Services 50 User CALs are intended for an organization licensing RDS access by named user. This model is often appropriate when employees connect to remote desktops or published applications from more than one device, such as an office PC, laptop and mobile device.
A User CAL is assigned to a user, making it a logical choice when each licensed person uses several devices. A Device CAL is assigned to a device and can be more appropriate for shared workstations used by multiple people. If your environment is based on shared terminals rather than mobile users, compare the Windows Server 2022 RDS 50 Device CALs.
This pack does not include Windows Server 2022 itself. Windows Server CALs and RDS CALs are separate licensing concepts: users or devices may need a normal Windows Server CAL to access the server and an RDS CAL for Remote Desktop Services. The RDS roles, RD Licensing server and session hosts must also be configured correctly.
Microsoft states that Windows Server 2022 RDS CALs can access Windows Server 2022 or earlier session hosts, but not Windows Server 2025 session hosts. The RD Licensing server must run a version capable of installing and issuing the 2022 CALs. Verify the complete deployment before purchase.
Per User CAL compliance must be tracked by the organization and is subject to Microsoft’s terms. Workgroup deployments have additional restrictions and generally require Per Device licensing, so confirm domain membership and licensing mode with your administrator.
